1. The July 2026 Incident

During approach vectors into Torrance, the pilot became belligerent with ATC over receiving his preferred RNAV approach instead of following assigned vectors.

• The Emergency Declaration: When the controller explained traffic constraints, the pilot threatened to declare an emergency—and then actually declared an emergency solely to force priority and bypass controller instructions. This prompted the controller's now-famous response: "I'm not sure why you're yelling at me."
• Refusal to Copy Number: Upon landing, ATC requested that the pilot copy down a phone number (a standard Brasher warning indicating a likely pilot deviation investigation). The pilot repeatedly refused to take the number on air.
• The Follow-Up Departure: Prior to departing KTOA shortly afterward, the tower again requested he call the facility. The pilot argued over the radio, claiming he had no intention of calling, before insisting on clearance to take off.

• Registered Owner: FAA registration records list N30CV as owned by Tweety Bird LLC, a shell company based in Henderson, Nevada.
• Public Records / Identity: State corporate filings and public records link Tweety Bird LLC directly to Dr. James D. Carpenter, an ophthalmologist practicing in the Henderson/Las Vegas, Nevada area.
• Airman Certification: Official record search available via the FAA Airmen Certification Registry (Search: Carpenter, James in Henderson, NV).

3. Current Status & Consequences

• FAA Review: Because declaring an emergency triggers an automatic formal review, the FAA is investigating whether the pilot improperly manufactured an emergency to bypass air traffic instructions and whether multiple FAR (Federal Aviation Regulations) violations occurred.
• Enforcement Risk: Intentionally abusing emergency authority under 14 CFR § 91.3, failing to comply with ATC instructions under § 91.123, and engaging in aggressive behavior on frequency put the pilot's airman certificates and type ratings at significant risk of suspension or revocation.
